How can I contact the Complaints Department?

I challenged three charges which amounted to over £290 and was given and email to say the refund was on its way and it's never been deposited into my account. I have called the helpline SEVERAL times and have been fobbed off. Where can I lodge a formal complaint?

    I bought Minecraft from your official website and have paid the 30$ and I have downloaded the Minecraft launcher and when I open it, it send me to a error screen saying I didn't buy Minecraft and now when I try to login to my Microsoft account it just logs me out automatically and now im missing 30$ and Minecraft is telling me to pay another 30$ when your game is defiantly not worth 60$ total and I feel like even if I do buy it it will say another error and make me pay again so I just want a full refund so I don't have this headache again
