Single Use Codes - repeated email request notifications

Why do I keep getting these messages in my email:

We received your request for a single-use code to use with your Microsoft account.

Your single-use code is: 123456 [I changed this]

If you didn't request this code, you can safely ignore this email. Someone else might have typed your email address by mistake.

    Make a rule in Outlook or your mail client to send them to another folder or spam.

    This doesn't explain why I'm getting them, who has requested or why.

    Just sending them to spam won't stop them will it?

    I cannot believe that Microsoft has not resolved this issue given how long it has been going on and how many people it is impacting. They should be able to determine, using a multi factor authentication process which requests for a single use code are correct and which are not. Not sure what this will take to get resolved.
