I received the same error today, with a freshly created MS365 Business Basics account.
I created that account because I believed it was the cheapest way to guarantee I can write apps with the Microsoft Graph API. If it turns out I need a Visual Studio subscription, I will just give up.
I'm amazed how hard it has been to try and get started writing apps that (hope to) enrich the Microsoft ecosystem. So far, everything has felt like a beta system.
I have exactly the same issue today (march 23). Login from France country.
Is there a direct link between the country and the issue ?
Could we have a clear response of when this issue will be solved ?

SO WHAT IS THE SOLUTION! HOW ON EARTH ARE WE VIOLATING THE TERMS OF SERVICE WHEN WE HAVE JUST SIGNED UP FOR GODS SAKE! HOW ON EARTH DO YOU MAKE IT SO HARD TO ACCOMPLISH ANYTHING!? 3 DAYS OF GOING BACK AND FORTH WITH YOUR SIMPLETON 'VERIFICATION TEAM' IN ENTRA. THEY REQUEST BUSINESS ESTABLISHMENT DOCUMENTS, I PROVIDE IT, SO THEY REQUEST THE SAME, I PROVIDE IT, RINSE AND REPEAT FOR A WEEK!!!!!!!!!! FINE I WILL TRY TO ACCOMPLISH THIS SIMPLE TASK OF GETTING CALENDAR API ACCESS VIA THE 365 DEV PROGRAM. SIGN UP, OH IM VIOLATING THE TERMS OF SERVICE HAVING ONLY SIGNED UP!!!!!!!!!!!!!!!!!!!!!!!! SORT YOUR SHIT OUT!
