I've just registered in the portal with my existing Microsoft account for their first time. I've received 4 welcome mails for the program but not able to access the Dashboard (Faced error message: Signin was unsuccessful). I've not created the Sandbox too.
Exactly, this is my first ever account and it does not allow me to sign in.

Very good info. I'm afraid that the issue happens only with the existing MS Developers but even new accounts also have the same issue.
