I’m an Independent Advisor and Microsoft user like you. Thanks for posting the query here at this forum. I understand your concern as there issues with accessing the minor accounts.
Could you please verify if you have provided the consent for the child accounts from the Safety app?
- Visit family.microsoft.com and sign in to your Microsoft account.
- Click on the three dots above your child's account and choose the option <Manage consent>
- You will be redirected to the * Manage Permissions * page where you can see all the children that are part of your account.
- Please verify if you have options to edit the child accounts information

Log in your account on the device then go to Control Panel > User Accounts > Manage another accounts. Check if you can modify the password. If you still can't change the password, go to https://account.live.com/password/reset.
