My children are unable to log into their accounts, and their accounts are linked with with mine in Family Safety. I am able to input all required information to identify their account in the account verification form, but they have not sent emails from their account. Every time I complete an account verification form, it tells me I haven't provided enough information. How can I provide more if they have never sent an email? It is VERY frustrating that as their mother, I am not able to help them reset their password and now their account and personal information is not within my control. Microsoft needs to fix this issue, I have read dozens of posts from frustrated parents about this.

Thank you so much for posting this! I was losing my mind trying to reset my daughter's password. This worked for me!
My child is the Sam
I have the same issue as everyone else. I made an outlook account exclusively for my child to sign into his computer and I could manage his access. Apparently we entered his password in incorrectly upon account creation. Been using his PIN for weeks and suddenly it wants a password and mysteriously it won't accept what we set up as the password! Lame. Now I get to make another outlook account just for him to sign into his computer.
Then your problem and isn't the same as the rest of us. That sequence of events just takes you to log in to the child account, so if you don't have/remember their password and need to reset it _and_ don't have access to the email (which you also can't change for a child account without logging in to it, you have to fill out the recovery form that they deny for literally everyone.
I think I lucked into a solution. I tried going on to family.microsoft.com.
I didn't have any options the first reply detailed.
Instead I ended up messing about and clicked on my son's 3 dots to change his profile picture. It came up with the password option and forgotten password. I have my email email set up as the recovery option so I received the security code. This allowed me to change my son's password.
I don't know if this works for everyone but it did for me
