Unable to complete the verification check on my payment method

Hello,

I'm trying to start my Office E3 trial but I keep getting this message when going to Start Trial:

Please try again in a few minutes. We are unable to complete the verification check on your payment method at this time.

If the problem doesn't go away, please submit a Service Request.

I tried calling the support but didn't get to speaking to anyone but pre-recordered auto-replies.

I have tried using a different card as my payment method, cleaning cookies, switching browsers and networks -- nothing worked. I can see there have been people with similar issues but unsure how they were solved. Could anyone please suggest an answer?

    Sign into https://portal.office.com/ 

    Select the billing dropdown and select Billing account

    then select your Name under billing account

    Under your billing account details select Associated billing tenants

    after selecting Associated billing tenants select Add an associated billing tenant

    I don't see that option to add associated billing tenant

    I'm already logged on on the admin account

    Let me know if this works.

    I see that option but it won't let me associate the tenant. Assuming "Tenant" is the same as "Domain" so my domain is already associated and my hunch is a domain different than the main domain for the account must be associate. For example, if my company registered in my ms account is "greatbuys.com", I can't associate "greatbuys.com" becuause it's already associated. I would have to associate "dealsaregreat.com" or some other domain.

    I could be wrong of course. This is really annoying. I cannot add any new products. I've tried everything else mentioned in this and other threads.

    I am getting this problem now as well and haven't found any solutions. I need new licenses for my customers. I have contacted support but it's been unfruitful. I don't know what else to do.
