Insert online pictures is not working. Does anyone have any ideas to fix my issues? (Word, Excel and PowerPoint)

I have tried all online fixes but nothing is working; inetcpl.cpl, uninstalling & reinstalling, advanced options internet explorer & updating microsoft office. It just started giving me this error a couple of days ago.

    I investigated this problem using an HTTP logging tool. The correct (and simplest) way to fix it is to delete your cookies:

    1. Close all Office applications.
    2. In the Start menu (or Control Panel), search for and click Delete cookies or temporary files.
    3. Under Browsing History, click the Delete button.
    4. Untick everything except Cookies.
    5. Click the Delete button.

    Or, if you don't want to delete all your cookies:

    1. Close all Office applications.
    2. In the Start menu (or Control Panel), search for and click Delete cookies or temporary files.
    3. Under Browsing History, click the Settings button.
    4. Click the View files button.
    5. In the Search box, type insertmedia.bing.office. A cookie should be found.
    6. Press Delete to delete the cookie.

    If you're interested in the root cause, I found that Office was making requests to https://insertmedia.bing.office.net/odc/insertmedia that were failing with "HTTP Error 400. The size of the request headers is too long." which is commonly caused by a corrupt cookie.

    I'm using Microsoft Office 2016--Could this be the problem? I've tried all the other suggested solutions. I have a new laptop and Windows 11--and for a while there was no problem inserting online pictures. But within the last 2 weeks, I can't get it to work on Word, Power Point or Excel. It keeps saying "Error," Very frustrating.

    My privacy settings allow online content. I've tried shutting down the computer several times---doesn't help.

    I'd glad to buy Microsoft 365 but if that isn't the problem and won't fix it, I don't want to update when I don't seem to need it.

    Hi Anna, I have tried the solution but it didn't work. I saw that my office had an automatic update on 18 May. I started to have problems inserting online picture with PPT and Words. I assumed this problem would be across the board of all apps in Office.

    It affects all online pictures (Insert Picture Online) and in all Microsoft apps, Excel, Powerpoint, Word.....
