Just recently, I have been getting this error on some on my OneNote notebooks and while I can force a sync, the process takes an exceedingly long time and does resolve itself only to reappear later in the day.
I have tried to copy sections into a new notebook only to have the problem reoccur.
OneNote can't connect to the network. We'll try to sync your notes when the network is available. (Error code: 0xE000006B b6d09)
I can open the notebook via the web app but the sections that do not synchronize show an error.
I am sure that the network is not the issue.

Check your firewall.
Onenote.microsoft.com is adifferent site than the onmicrosoft site where office is hosted.
It might be that this site gets blocked for communication and therefore causing OneNotes not to sync.
We put this site on the whitelist and the problem was solved/.

I am still experiencing problems synchronizing my OneNote notebooks and I think the problem is related to the OneNote insider build that I am using.
The problem is intermittent among my notebooks

I also when into my company's office this week to see if the problem was related to my internet provider at home but I still had the sync issues when I was connected to my company's network. The one thing that I have found is that I have a corporate virtual machine which has a semi-annual version of OneNote and I am having not sync issues with this version

Thank you to those in this thread who said Avast was a problem. I was experiencing this issue for about a month where OneNote on my Windows laptop would not sync with OneNote in One Drive. In the Avast I am using in the U.S., latest version, there was only the option to turn off "Web Shield" entirely. I turned it off to test and sure enough all my OneNote notebooks synced correctly.
However, I didn't want to turn off Web Shield entirely. So there is an option in Avast to enter an exception. Go to Menu > Settings> General > Exceptions > Add Exception. Then type in your notebook's URL address like this: https://onedrive.live.com/\*
Be sure to put the asterisk in.
Now I can run Avast with the web shield turned on but without interfering with my OneNote. The URL you enter into Avast for the exception may differ depending on where you are syncing your notebooks to.
