Is this legit?

If so, what should I look for and do?

Definitely phishing. My rule of thumb is that I never click on links even if I'm absolutely positive it's from the actual site, if it can affect any account, I got to the address bar and log in or call the company.

I'm getting the same email but all the locations are United States. The IPs are different. Without the actual email post how am I supposed to know if it is me or not?

Is there a way to stop receiving this notification and have microsoft leave my account alone?

This msg is driving me crazy. All of a sudden I'm getting it several times a day. I'm using the same devices on the same networks. No changes. Is someone (Russia/China) playing with Microsoft. I'm about to stop using Outlook and hotmail.
