Microsoft account unusual sign-in activity email, -----> Is this phishing?

I have this problem however I cannot change my password. I added my phone number so I cannot access the change password page for 30 days. When I try to cancel this It brings me to the get code from my other email page. I never got the code I have tried lots of times, it never sends the code to my email so I am stuck in this loop.

Same question... but my email shows that it actually came from a Microsoft server, with rogue links within the email. Unless you dig very deep it appears to have come from you guys... see below the screenshot.

Just to let you know that the consequences of my clicking on the link 'Report This User' was a flood of more phishing emails directly into my inbox - none went into Junk Folder. '**CAMP LEJEUNE - OFFICIAL NOTIFICATION** and 'destiny mastercard*' stand out amongst the repeat offenders. The 'Add to Safe Senders' option in Outlook/Hotmail does not work in my Windows 10 PC ,anymore ,and it as hasn't for many months. I have been unable to find how to fix it. I know (95%!) it is nothing I have done as I never tinker with email settings. As of the last week or so the torrent of phishing emails going straight into my Inbox has slowed down. But I still cannot get safe senders to be recognised.

I receive 10 to 20 of these emails a week. china is constantly trying to sign into my account and failing. is there some way to summarily deny all access from countries outside of the U.S from trying to sign into my account. thus eliminating these attempts and constant emails.

Every time I check these attempts your system tells me that the attempts were unsuccessful so I don't need to do anything. but there must be a way to stop all this. any suggestions?

Your wrong this not a legitimate Microsoft Account notification.

I have one from Russia/Moscow. Was in my Outlook junk folder. How can that be if it's from Microsoft, going to a Microsoft app?

Checking recent activity in my account there is nothing from Russia on that date or time
