After searching online in vain to troubleshoot an issue for over an hour....

does anyone have a number to Microsoft help (where a human being answers?)

    try 877-696-7786 (Microsoft Store Support) You may get better help with a payment issue like this.

    Microsoft Office 365 Personal

    Windows 10

    When I click on Chrome, I see nothing because it does not open.

    My bank had issued me a new card and when the old one was submitted it did not go through. When my new card was used by Microsoft  it went through and I received a paid receipt. I believe that my account was erroneously locked. Please help me. Thanks.
