Click-to-Run High CPU Usage

Recently I noticed that there was a background application constantly running on my PC called 'click-to-run'. It runs from the moment I switch on the PC and it never stops and even if I stop the task, it will simply start again. It uses around 25% CPU load and when opening an Office app, like Word, that app uses another 25%. I am using Office 365 which I downloaded through the Education bundle which they offer. Is there a fix for this high CPU load please?

I have found you can use Windows firewall to block Word/Excel from Internet. But there still remains that Click-to-Run service taking whole CPU.

That service can be manually stopped, but who wants to do this procedure each time? Such software is expensive even for free.

Further experiments show that disabling internet connection (i disconnected from wifi) when starting office apps has same effect as having metered off during startup of each app.

Hope this points Microsoft engineers to the root cause of these issues and we get a proper fix pdq.

I have continued experimenting.currently if i start word or excel with metered off and wait for initial burst of cpu activity to finish, i can turn on metered and so far have no increase in cpu activity.

Conversely, if i start word or excel with metered on, then i get a high cpu load which does not reduce even if i switch metered off.

This suggests that office apps need some unrestricted access to internet on each and every  startup, then are happy to work as expected. However, if they do not get this access on startup, they remain in this high cpu loading condition.

Would be nice to know if others can check this out.

Office version 2005 (Build 12827.20336) and win10 version 1909 (Build 18363.900) which i think are current latest versions.

What kind of support this is? "Let you download another GBs of updates, because it perhaps somehow helped to some users." This is so extremely unhelpful. Give us a reference to hotfix we need to get & install to fix it.

It is much easier to reinstall Windows and migrate to Google Docs.
