The procedure entry point EnumCalendarinfoExEx could not be located in the dynamic link library kernel32.dll

Actually, there are two types of KB updates. If you click online and read about them some are security and several have to do with the changing Japanese calendar. Those are the ones that are messing up our stuff. 

Here are some but earlier in this conversation thread there were lists listed a few times about the ones supporting the Japanese calendar change.

I wouldn't recommend deleting security updates. I would put those back...

Research thru Google searches what each KB you have gotten since Jan 2018 means and take out the ones that are related to the Japanese calendar. Also can Google and search for the lists from MS that are related to the calendar.

I recommend Googling some more. I've seen a few others around I believe.

Just Google till it works. 

The bottom line is MS is no longer supporting XP. They sent out these updates to support the change in the Japanese calendar and they messed up some computers so they fixed it for Windows 7 and after and aren't willing to fix it for XP since it's expired. 

Do keep in mind, Office 2010 will retire next year as well. In October of 2020.

You may have to remove other updates. It does not seem that anyone knows exactly which update(s) need to be removed to get the applications working again. Someone suggested to me that I remove all Office 2010 updates which were applied in since January 2019. I did that and it worked for me. I didn't have to restart my computer.

I just got this same error today (7-30-2019) after some automatic updates were added to my Windows XP computer that is currently causing my Microsoft Office 2010 programs (Word, Excel, Access, Outlook, etc.) to not work at all.  I have removed the 3 security updates that were made to my Office service pack and I am still getting the same error messages.  Do I need to restart my computer in order for these removals to work or if I restore my computer back to an earlier System Restore point when these Microsoft Office 2010 programs were working, will they work again?
