What does "locked for Shared Use" mean, exactly?

I can't believe this has existed since the early days. Last project, I struggled with the 5K list view threshold on a daily basis. Now, I'm dealing with this lock issue constantly. Oh MS, when will you listen to your admins and users?

To resolve this, I tried these steps to no avail:

• Toggling Check in Check out
• Toggling Content Approval
• Restarting Browser / Machine
• Powershell (No SPO Cmdlet exists, only on-prem)
• Clearing Cache
• Syncing OneDrive, Stopping syncing
• Deleting, renaming, copying, moving the document
• Opening in the client desktop version to try to force checkout

I cannot override this and as an admin, this is painful and unacceptable from a client perspective.

Hmm, interesting. So in this instance, I would double check that there are no links, clear your cache entirely (ensuring that you untick passwords etc) and finally close everything down using task manager. Reopen your browser (I would suggest using chrome if you are not) and then try again. 

If this still doesn't work, then it must be some other murky issue going on. I hope this helps.

Thank you for the idea Jessica. There was an outstanding link which I removed per your instructions. I waited an hour to be sure to give the system a chance to remove the hold but I still encounter the same error message. I also ensured that the file was closed out on the computer that had originally opened the file.

When you share a file with other users, it creates a link address which includes the file location on SharePoint.  If you were to move a file into a different location, it would change the link address and therefore, share point won't let you move it as the shared users would not be able to access it anymore (their link would no longer exist). If you really need to move the file, you would need to right click on it, go into details and then delete the link. At this point, you can move the file and then you would have to reshare the document with the other users again. 

Ridiculous but the only option. The easiest workaround would be to either create a folder for a specific group of users and just have everyone go into this rather than creating a share link for a specific file. Alternatively, use Microsoft teams and keep files in a team instead of sharing one-off documents. 

Will be interesting to see if Micro ever comes up with a solution to this. Maybe an option that automatically sends an updated link to shared users when you move a file and brings up a warning message, rather than just simply not letting you move a file, would be a good temporary fix instead of leaving it as it is.

The other link I provided from benstegink.com is a PowerShell command that only works with SharePoint Server.
