I have the same issue on a brand new Dell XPS. What's interesting to me is that I only see the issue on hyperlinks within Office apps like Word and Outlook. Everywhere else the cursor behaves normally.

I had same problem with Outlook until now, just tried changing the font size to 20, back to normal 11...Magically big cursor reappeared...Try this might work for you too!!
I have the exact same problem. I'm running a UHD monitor at 3840x2160. It started a few days ago, then disappeared after a manual windows update. It returned the next day. After a display driver update from Nvidia it went way for a day, then returned.
It effects Word and Outlook, but not Powerpoint or Excel.
It also effects a drawing program I use called Corel Designer, which is really annoying.
It's clearly a bug linked to display driver problems and the cursor files a program selects.
If anyone finds a permanent solution please post it here!
I'm sorry you're also having this problem. I agree that I see the issue in Outlook and Word. I too have never noticed it in Excel. It does appear in the drawing program I use called paint.net.
[This appears on two systems I use daily. One is an i5, one an i7. Both use higher end nVidia GTX cards, 3840x2160 at 150% scaling, MS Office365, optical mice with the default MS driver, and updated Windows 10. For what it's worth...]

At a guess, scaling being set to 100% works around the problem. Anyway, more information will come once Microsoft's testing is complete.
Just wanted to let everyone know that I have started experiencing this problem as well. Seems to only affect links in Office 365 applications. Never seems to happen when clicking on a link in Edge, or other programs. But I also am having the tiny cursors for a couple weeks now. Any updates or fixes?
I have the same problem (still not resolved) along with other display problems. All took place after a Window 10 update to version 1709 on December 23, 2017. I have a Dell XPS laptop connected to a docking station and two monitors. It was fine before the update, but now window size are disrupted all the time and the cursor problem started happening. See below for other the other display problems - large fonts.

I haven't noticed the font issue -- it looks quite annoying.
In your photo above, what does the "Change your mou..." on the menu really say? Any chance it's a mouse driver? I'm asking to see if it relates to my theories as to why we are having these issues.
