Outlook - Scrolling Issue

Since the recent Office 2016 updates we have a number of users having an issue with scrolling through emails in Outlook.

Here's what happens;

User opens an email (or replies to an email).

Then the user tries to scroll to the top of the inbox (sorted by date order for example).

After dragging the scroll bar up to the top (via wheel or left click), the scroll bar jumps back down to show the 'active' email in the centre. Basically it keeps the view pane showing the last 'active' email in view.   

There's no way of cancelling the active email. The users have to keep clicking higher up the list, or press 'Home' on the keyboard to get to the top.  

We have re-installed/repaired 2016 install on multiple machines and it's only been happening since the recent updates.  

How do we resolve this? I'm thinking it's a new feature but it's causing a lot of issues.

The Outlook Team has pushed out a fix from the service.  Please restart Outlook and let me know if you see the issue persist.

Correct Luke, no patches are needed.  The change is purely on the service side.  Outlook will pick up the change from the service and react to it.

    Since my computer updated to Creators Update, which screwed up a ton of things on my computer and took me many hours to correct (missing drivers, printer alone took many hours to reinstall, etc), it also caused the scrolling problem to return.  Installed patch, and things have improved, but now the scrolling issue is still there randomly.  Cannot replicate it reliably, just seems to happen on it own at times.

    To sum up exactly the issue, if I search on a term in mail, it will display the mail items that contain that term, if I click on one of the displayed emails, then try to scroll down, sometimes it will "jump" down the list abruptly, not smoothly scroll.  Other times, try to scroll and it scrolls to the bottom email shown on-screen, then refuses to scroll down farther, jumps to the top of the screen, then will scroll to the bottom of screen, then jumps to the top.  Then even more randomly, if you are highlighting an email farther down the list and try to scroll to the top, it refuses to scroll back to top.  (Pressing the Home key returns you to top of list, however)

    I wish Microsoft would dedicate more resources on fixing these annoying little bugs.  Microsoft spends more money on developing new features that nobody really wants or needs, but seems to not allocate near enough resources on fixing little bugs they created in developing these new features that nobody wants or needs. 

    I have two development computers, one with the latest stuff, one I have kept on Windows 7 running Office 2013.  Windows 7 Plus Office 2013 is a far better HMI and user experience.  Why does Microsoft have to screw up the HMI for sake of change?  If you are going to change it, why not give people the option to retain far better usable features?  Did Microsoft not learn anything from the Windows 8 debacle?  Nobody wants your UI on a smart device, give it up.

    My version is First Release for Deferred Channel, version 1705. Tried updating, but was told this is the latest version. Scrolling issue persists.
