Recently I've been noticing a strange feeling while using Word and Excel. The first time I had seen it, I simultaneously had 26 documents on the screen and 1 spreadsheet, so I wrote it off as a reflection of my PC's inability to perform (but looking back I realize I've done much more demanding things). Today I opened word to work on a homework assignment when I wanted to slide the window to the side of the screen (not snap), so I could fit another window to its side. That's when I saw it for the second time. The best way for me to describe it is like, while you're floating in space, yanking on something (with a mass greater than your own) with an elastic band. So, initially it will move very slowly until you can overcome the elasticity of the band and the inertia of the window (the "mass"), and then it will accelerate very quickly in an attempt to catch up with the mouse movements, with lots of stuttering throughout.
BUT, in my testing, it seems to happen only when a document/spreadsheet is loaded, not when each program is waiting for input on whether to load something or start new. It doesn't matter whether anything else is running on my desktop, just that Word of Excel are (I haven't tested PowerPoint or any of the other programs, but Outlook runs normally).
I wasn't sure where to turn to for assistance because I've never encountered a problem like this before, and a simple system restart has not been enough. If you need any more information, I'd be happy to give what is needed, but as far as I know, nothing of significance happened that have caused this.

Taht's NOT a CPU performance issue nor a BIOS/Firmware setting issue, this happen on multiple system having display refresh rate higher then 60Hz. That's BAD CODE and only Microsoft can fix this.
What is your point to coming here and bad mouthing people making legitimate complaints? What you have added to this discussion is horse #$&* buddy!
Eric is right. With practically every release of it's products MS dumbs them down, cripples them and never fixes any of these very annoying behaviors. Then gives us nothing but an empty forum to dicsuss them amongst ourselves which is in itself stupid.
There is absolutely no reason that my Excel/Word document drags across the screen like a snail, when every other application has no problem. I can drag a Chrome window around with tabs that are representing literally Gigabytes of RAM And tens of thousands of elements and I can wiggle the window as fast as I can move my mouse. I have a let generation i7 processor with many Gigabytes of RAM and Excel can't even handle moving a window across the screen...REALLY?
And you think we all should just accept the crappy product that MS puts out and like it? I paid many hundreds of dollars for this software and I expect much more than this and I don't appreciate attitudes like yours one bit.
And the other examples of how Win10 windows that are all monotone, the title bars are now pale to the point where you can't even look at a monitor and differentiate which window is active and which one isn't. Window scroll bars that have completely lost the 3d effect that we had all the way back in 1995 and in many cases are completely invisible. How are these moronic marketing "customizations" improve the product in any way? They don't! They make the product worse and less user friendly. With modern Win10 and office, if I have more than one window open, I have to click my mouse up to (3) times in order to switch from one window, to the other. I'm old enough to remember that that same action was done with a single mouse click once upon a time. When is replacing one mouse click with 3 better?
Before you reply you should go to a place where your input is actually wanted and helpful. I assure you, it isn't here.
Back to the BUG at hand. I've tried playing with hardware acceleration, I've adjusted the performance of the CPU (although there's no earthly reason why I should have to do anything like that just to make a window behave like all the others). When is MS going to fix this bug and come out with an update?

Forget the non constructive comments. Just reduce the poling of the mouse and you should be OK.
MS doesn't read these forums and doesn't care.

Reducing the poling rate (if ever feasible) is definitely **NOT** the way to solve this bug, at least not on my side.
Any other relevant idea?

Try disabling "Show Window Contents While Dragging". In Windows 10, open the power user menu (Win+X) then click on "Settings". Search for and open "Advanced System Settings", and find "Settings" under the advanced tab. The "Performance Options" window should now be open. Uncheck "Show Window Contents While Dragging" and "Apply".
