Recently I've been noticing a strange feeling while using Word and Excel. The first time I had seen it, I simultaneously had 26 documents on the screen and 1 spreadsheet, so I wrote it off as a reflection of my PC's inability to perform (but looking back I realize I've done much more demanding things). Today I opened word to work on a homework assignment when I wanted to slide the window to the side of the screen (not snap), so I could fit another window to its side. That's when I saw it for the second time. The best way for me to describe it is like, while you're floating in space, yanking on something (with a mass greater than your own) with an elastic band. So, initially it will move very slowly until you can overcome the elasticity of the band and the inertia of the window (the "mass"), and then it will accelerate very quickly in an attempt to catch up with the mouse movements, with lots of stuttering throughout.
BUT, in my testing, it seems to happen only when a document/spreadsheet is loaded, not when each program is waiting for input on whether to load something or start new. It doesn't matter whether anything else is running on my desktop, just that Word of Excel are (I haven't tested PowerPoint or any of the other programs, but Outlook runs normally).
I wasn't sure where to turn to for assistance because I've never encountered a problem like this before, and a simple system restart has not been enough. If you need any more information, I'd be happy to give what is needed, but as far as I know, nothing of significance happened that have caused this.

Taht's NOT a CPU performance issue nor a BIOS/Firmware setting issue, this happen on multiple system having display refresh rate higher then 60Hz. That's BAD CODE and only Microsoft can fix this.
I appreciate you trying to help here, but I don't think I need more troubleshooting to do. The issue is already found and the fact that the trick with the mouse polling works pretty much proves it.
I can assure you that my machine is in perfect condition and I have no intent to degrade either its performance or my user experience with OS/other software just to try to fix lagging MS Office windows.
Here is the solution, it should help you.
Due to Windows adjust CPU speed according to the power plan.
However, it may be the code of MS office not able to reflect busy, so the CPU does not speed up to process large amount GU processes when dragging the MS Office. (Need MS developer to answer).
You can select high performance plan in Control Panel\System and Security\Power Options.
Or you can set at least 50% for min processor state (>1.5K Mhz should fine).
Sadly this didn't work (at least in my case). I had power plan set to High Performance anyways, although with min. CPU state set to 5% - changed that to 50%, but didn't help. Regardles of power plan settings, my CPU does speed up to max freq. when moving an Office window. It gets pinned to about 45% total usage (2 cores at ~20%, 1 at ~60%, 1 at ~80%). All four running at 4.2 GHz (overclocked 4th gen. i5).
I also have this issue in every Office 2016 program. When I drag a freshly opened Word window with no document loaded, it moves fine. Same with Excel.
However, if I open a blank document, it starts. As the document gets filled, it continues to get worse. As though Office can't redraw the document while dragging.
And, the "resolution" of unchecking "display window contents while dragging" is a bogus fix. The fix would be Microsoft actually fixing the issue.
My computer has more than enough power to do anything, yet a simple Excel spreadsheet causes this grief.
I have the same problem. Dragging title bars of any MS Office products (softwares) results in slow motion and is not quite responsive. Any other programs on the computer have no problem at all. Perhaps some programs cause conflict with MS Office?
