I have excel 2016, and the comments have been working fine. Just recently it does not display comments when I mouse over them. The show/hide command in the review tab is greyed out. I never had this problem before, and never had to see if the comment show/hide feature was active or not.

For us to better assist you, we would like to know if you still encounter the same issue with using the Excel Comments feature? If so, can you tell us the Office version that you have?

Yes it seems to come and go. There gave been a number if xcel updates. Kately you see the arriw but no box which i hadn’t noticed before.
Unfortunately problem not solved. Still display the arrow only with no comment box. It's unbelievable how a simple issue common to all cannot be solved.
Thanks a lot. Unfortunately the problem persists. In the same excel sheet, some comments are displaced normally and some others with only a line but without the comment box.
