After Last Update Scroll Inactive Windows Doesn't Work With Excel 2016

After the last Windows 10 update was installed, my scroll inactive windows setting for my mouse no longer works in Excel 2016 without selecting the window first.  This is a major inconvenience.  Is there a fix for this?

    Hi Kim8652, hi everybody

    I opened a similar thread Excel (2013) Scrollen geht nicht mehr seit KB3197954 because I didn't know of your thread.

    Here in short a few facts from my side:

    • It also concerns Excel 2013
    • The problem started with KB3197954. After replaying to the state before the update it worked fine again.
    • KB3200970 didn't solve the problem
    • Same problem on 3 different Acer Notebooks with 3 different mice, same problem on a HP AiO. 

    All systems 64-Bit, with Windows 10, Version 1607, Build 14393.447, Office: 32-Bit, no Add-ins

    • Same problem in safe-mode (start of Excel with CTRL), no effect after repair of my Office 2013 and sfc /scannow (Admin)
    • Same problem in an Oracle VirtualBox and a fresh installed Excel 2013, no additional Antivir programs
    • Same problem with the Scratchpad (on my Acer: ELAN)
    • Same problem with Excel and its own help-window
    • No problems with Word 2013 and its own help-window vs. Windows/File Manager vs. IE vs. Edge vs. Chrome vs Firefox vs. Notepad vs. Outlook 2013 (all combinations)

    With such a lot of facts of us all it's now the job of Microsoft to solve the problem finally!

    The last response by a mod was 11-9-16.  A week ago.

    Evidently, there are no plans to fix this highly annoying bug.

    Hate having to get a separate program to do something that Windows was doing until Microsoft broke it... but this seems to work great, and much simpler than jumping through all the Microsoft-recommended hoops that still don't fix the problem they caused.

    Found some kind of solution: AlwaysMouseWheel - portable program, adding 'Scroll Inactive Windows' function for older versions of Windows but can be used in Windows 10 to restore this functionality in Excel without uninstalling the latest updates, at least until Microsoft fix it (if they will...)

    Update: Sorry, looks like AlwaysMouseWheel breaks scrolling in Windows 10 Apps like Mail or Calendar, so another similar program is WizMouse - less functionality but without that bug.

    Microsoft,

    Please take this to Tier 3 tech support and have it fixed. This was a very helpful and productivity enhancing tool/feature of Windows10 that has consequently been robbed from its users by hasty updates. There should be no need for uninstalling/reinstalling software (MS Office) to resolve issues like this.
