Hey, I just managed to fix this after a couple of weeks of having it bother me. You need to install the latest build which is 1511 version 10586 of windows 10, this fixed my problem and it has the added benefit of having a better version of windows 10, hope this helps.
Then, I restarted computer, and any Office appli could open.
I had to repair again, but thanks to God the parameters were conserved (I wouldn't add my 6 mails a third time again in Outlook...)
In fact I made a mistake:
net localgroup Administrators localservice /add
fsutil resource setautoreset true C:\
netsh int ip reset resetlog.txt
=> In french, I had to correct "Administrators" by the french word "Administrateurs"
I had to restart computer, then start and restart a Microsoft Office application, then it was ok.

I had windows 8.1.
I installed windows 10 on 2 PC: a portable and a tower.
On the portable: no problem. On the tower: every problems found on the web (icons, slow refreshing in explorer etc.)
So last night I decided to reinstall Windows 10 (just apps, not files).
And the biggest problem after the reinstallation was Office, the same error as you all.
I did everything. Nothing worked. I was going to uninstall my antivirus, Norton.
I tried with outlook and there was this annoying pop-up to subscribe, with the error just after.
I tried to repair Microsoft office 2 or 3 times. After all the manipulations you have advised, even the reinstallation had problems ([Sorry blabla...]. My two options were "try again" or "ignore". Try again = same error. And if ignoring, it was advised to try the reparation (what I was already trying to do.. !)). The first time I ignored the message, the error showed again. But the second time... !
I tried with word. The annoying pop-up appeared but it was blank (like a bug... !). But I could click on "next" (what I did), and a new pop-up appeared with the microsoft login.
I had another message error "36fa417c-74b2-48c5-8632-76bfac9006dd", but finally everything seems to be working.
I think your advices helped ++, but I have this impression that the bug was solved by another bug.
So one solution could be to follow the whole advises found here 2-3 times, restart PC each time, and try to repair Office 2-3 times.
