I notice a rather annoying problem with Excel 2016 - when scrolling using either a trackpad or mousewheel, the scrolling is not at all smooth. Instead, the scrolling is very jumpy. By jumpy, I don't mean that the scroll will go from point A to point B in a snap rather than a smooth motion. Rather, when initiating a scroll, the spreadsheet will sort of vibrate and bounce rapidly back and forth before the scrolling commence. The problem is particularly obvious when scrolling horizontally, and it sometimes won't scroll at all, no matter how many times I try. In such instances, the only way to move around the spreadsheet is either the arrow key or by clicking on the scroll bar. Sometimes initiating a scroll would cause a beachball to appear for a sec or two, and I'm on a Quad core 2012 Retina Macbook Pro. This is a persistent problem and has not be fixed in the last Excel update. This is also not a machine dependent problem, because I experience the same scrolling problem on my 13" Retina Macbook Pro as well. Anyone else having this issue?

Scrolling is still crappy for me on 15.20, and playing with the spring loading delay (and other options mentioned) didn't seem to make any difference that I could detect. I'm using mouse and keys, though (both of which still work poorly, just as previously discussed) rather than the trackpad.
This thread has been going for over a year now, and the problems are still unfixed! Will we ever see an end to this, I wonder?

I keep waiting each update for it to be fixed. Working with large CSV Data its almost unusable as you horizontally or vertically scroll it snaps back to random locations. I suspect there is some sort of inertia issue. One possible fix would be to go to System Preferences / Accessibility / Mouse & Trackpad.
I unchecked Spring Loading Delay and the issue seemed to diminish. I don't know why this would fix it but least in a document I was working on it made the choppy scroll go away. Another option may just be to temporarily turn off Scroll with Inertia.
I have 15.20 and see no change. Often when I have highlighted something I can't click into another cell. I have to move the pointer with the keyboard, then I can use the mouse normally. Sometimes I'll click in a cell and a random set of cells is highlighted. Sometimes when I edit in the area at the top of the sheet (next to the fx), the cursor is not where I place it (it's one character farther away).
It feels like a beta product still. The best thing I can say compared to the beta days is that it doesn't crash like it used to.
What version of Excel do you have? They had set it as a milestone to get rid of the scrolling issue once and for all in 15.20 and so far it appears they have actually done it (haven't had any problems with scrolling after the last update).
However, I do agree that it is outrageous it took them one whole year to fix it.
