Install Office 2016 OEM without Live account

I am not quite sure where you are with this? What I mean is it is not clear what you mean by: " I have zero desire to create and manage live accounts for my users".  If you mean by 'users' you mean people that work for you, that is one thing. If you mean by 'users' people that purchase computers from you that is another.

In either case you can setup office with the 'users' Microsoft Account.  In either case the 'use' will manage their 'Office Account' etc. and you will not have any control of the account.

If I have got it wrong please let me know.

I too am not impressed, but no one at MS is asking me ...

The key to understanding licensing in Office 2016 is that everything is aimed at "encouraging" you to switch to the pay-forever 365 "subscription". It is a real cash cow for MS!

Over the past few months, I’ve been on the look-out for an office suite that’s both free and compatible with Microsoft Office files and various Office features, such as Word’s ‘track changes’. There were several strong competitors, including OpenOffice and its sister branch LibreOffice. The suite I eventually settled on, however, was WPS Office, once known as Kingsoft Office.

WPS Office can be downloaded for free, with an upgraded Business edition purchasable either on a yearly or lifetime license. It comes with a word processor, spreadsheet creator, and slideshow presenter. One thing you’ll notice very quickly when using WPS Office is that each element of the suite is inspired heavily by Microsoft Office, down to the presentation of the interface. This means that if you’re more familiar with Microsoft’s handling of menus and buttons, you should be able to get comfortable with it very easily.

SoftWatch’s pitch is that “at least 80 percent of Office users can move to alternative cloud-based solutions,” saving companies 90 percent of their current Microsoft licensing fees by switching light Office users to Google Apps.

But those numbers are likely big overstatements of what most companies would actually see. One reason is that Google Apps is far less capable than Microsoft Office, as InfoWorld’s review of the two suites shows. Plus, Google Apps works very poorly in mobile environments. Forrester Research analyst TJ Keitt notes that “usage measured strictly by number of minutes that someone uses something probably isn’t the best way of judging its value.” A salesperson, for example, might use PowerPoint briefly, but to create complex presentations that have huge value to the business. Maybe Google Apps can be used to create high-value presentations, maybe not.

There’s also the cost of file compatibility (which may require more employee effort as documents are exchanged) and maintaining two environments (which would require more IT effort) -- license savings don’t factor in those extra, ongoing labor costs. SoftWatch itself notes that it takes considerable effort to move to cloud services like Salesforce.com and Google Apps.

Could you please share what was the solution for offline activation? I faced with same problem with OEM Office 2016 H&B, but PCs cannot be connected to the Internet.

I don't think that the problem Tom had is not the same problem that you have. Check out this help document and links within. You can if all else fails use the telephone activation method. (ignore prompts and wait until you can speak to a human being) Activate Office 365, Office 2016, or Office 2013
