I can not pin folders anymore in excel or word 2016

    Only for the SAVE AS OPTION.

    For the OPEN OPTION is not.

    I'm not seeing it :(  My excel version is 16.0.6925.1049 - I checked for updates and there are none available.  Am I missing something?

    It's back since Build 7571.2072. Yours is 6925.1049, which is lower.

    I recommend you to check the link below for instructions or troubleshooting:

    If you still are unable to update to the latest version, I recommend you to open a new question or contact Microsoft directly.

    it's back as of November fast ring update

    Yep, it's back since version 1611 (Build 7571.2072). In the SAVE AS window there's a new "Recent" item.

    It took me a while to noticed that, since it was always going to "This place" item. If you prefer to select a recent folder by default like me, deselect the option "Save to Computer by default" (found at Options > Save).
