My domain cannot be transferred to GoDaddy. But I've parked it on their DNS servers starting November, 2018. I've mentioned about my scenario in one of my November's or December post. Since that time I've been using it for integration with my Outlook Premium for personalised email address with success. So far there was no issue.
Yes, I also have a zone with them for a domain registered elsewhere and it also hasn't been removed yet.
But it's just reasonable to point out that this feature is intended for other purposes (to prepare a domain for transfer to GD without downtime) and NOT for prolonged use without transfer.
In fact, they specifically warn you to to this by saying that they might deactivate it.
That's why I called it "not for productive use".
But as lon as it works...
Also, sidenote: if you domain can't be transferred, I believe you can buy a premium service there that allows you to formally use their NS without having the domains there (effectively what you do today but with the guarantee that they don't delete you).
Just for reference. If you experience any trouble you can resort to that.
But it's not cheap and kind of ruins the business case I think.
