I just downloaded Office 2013 about a week or two ago, and I can't find the KB2768349 among the list of patches. Is there any other way to get rid of it?
Check the instructions for removing the patch in http://support.microsoft.com/kb/2768349 . It is possible that it has not been installed at this point.
If your copy of Publisher is still sluggish, then you can try some of the other solutions that some users have found helpful. Unfortuanately there doesn't seem to be just one fix.
Perhaps uncheck the "use Office to sync files faster..." setting in SkyDrive.

Perhaps in Publisher go to File > Options > Advanced and check 'disable hardware graphics acceleration'.
If you have a large existing file with lots of pictures, then perhaps compress your pictures. Reference: Compress Pictures dialog box:

If that doesn't help and you are really desperate go to View > Graphics Manager > Change Picture Display > check 'Hide Pictures' and uncheck 'detailed display'. You can still preview the images in print preview.
I hope one of those approaches helps. Let us know which one.
