Excel doesn't open window in size last closed

In Excel 2007 when I opened a new sheet it opened in a window that was the same size and in same position as the last window I closed. In Excel 2013 every time each new sheet is opened in a small window positioned in the lower left quadrant. I open multiple windows a day and having to resize each one is very time consuming.

I've only ever found one way that works forever to fix this.  So my Excel like everyone's opens in a half window at the top of my monitor viewing area.  I can try to expand the size, but once i get near bottom of monitor 'screen', if you pay close attention you'll see it sort of auto 'fills' to the very top/bottom lines of monitor screen.  You can do whatever you want at that point and it ain't gonna reopen in the desired size, the damage is done.

So for example, I like my Excel to be top-to-bottom but about 1/3 of monitor width real estate.  So first I open any Excel file to the stupid half window.  Then I resize it to maybe 3/4 of the length of the screen up/down.  Now Stop!  Now hold down SHIFT and use the File - Save - Exit commands to close it.

Reopen it.  It should now be in that 3/4 size.  Now resize to the final limit you want.  Make sure to be real careful if/once you get it near bottom so it does not 'auto-fill' (you'll see it maybe slightly resize/shudder a bit if it's doing it).  I'd recommend going with like 95% top-to-bottom size to avoid that, but it can be done to full with a steady hand.  

It's a stupid thing to have to do to an expensive piece of software for something so simple, but that's the ONLY way i've ever found to fix it permanently.

I thought that Excel was not remembering the size of the window.  I like to have the windows at full screen height and half (or variable) width.  I think Windows treats this as a form of "Maximize" and doesn't remember it.  Excel was opening at whatever arbitrary size of the window before I dragged it to full height.  When I carefully sized the window to be as close to full height as possible without actually being full height, that solved the problem.  HOWEVER, the offset behavior is driving me crazy.  At nearly full height, when the next window opens, with the offset, it puts the worksheet tabs below my taskbar.  I am obliged to either drag the Excel window up or resize it each and every time in order to access the worksheet tabs.  Is there anyway to turn off the offset?  I just want my windows to open in the same location and the same size each and every time.

I have an Excel sheet open, and any other Excel sheet I open in addition to the original one re-sizes the window to be the same as the original. How can I save a document to be the size I re-size it to before closing, so that when I open it I can see all the data in that particular sheet rather than being the same size as any other open sheets or the most recent sheet I had open? When I re-size my sheets, the size is specific to the data in each; it's not "one size fits all."
