stdole32.tlb in Excel

I am running Windows 8, and I have just reinstalled Office 2007.  When I open Excel, I get a screen that shows stdole32.tlb and then office goes on to configure.  This happens each time I open up Excel.  How do I stop this?  I don't have the regedit function, that I used to have with prior versions of windows.

In addition to Chip's suggestions you may also follow the steps mentioned below and check if it helps:

Try the steps mentioned below and check if it helps resolve the issue:

Important: Ensure to back-up the registry before changing the registry keys:

http://windows.microsoft.com/en-us/windows7/Back-up-the-registry

·         Go to Run (press Windows+R key on the keyboard simultaneously) and type regedit

·         Navigate to the HKEY_CLASSES_ROOT > Excel.Chart.8

·         Right Click on key and select Permissions

·         In the Permission windows > click on Add tab and add Everyone

·         Once this is done, click on the Advanced tab > Owner > highlight Everyone > click on Apply and Ok

·         In the Permission > select Everyone > enable the check box for Full Control and Read then click on Apply and Ok

·         Click on F5 to refresh, this should create a new Sub key below Excel.Chart.8 called Protocol > right click on the key and repeat step 3 – 5.

·         Refresh again and follow the same sequence of steps to add permission to the following Sub keys StdFileEditing >Server.

·         Close the registry editor.

    I know that is the best fix, but personalizing Outlook and Gmail is daunting so I continue to open word and excel in safe mode.

    Hi DuggleBSV,

    That's way over my head.  Pressing Ctrl simultaneously with the Excel or Word icon opens all in Safe Mode and off I go.  I appreciate your response but am afraid to try something like that.  I'm not that tech savvy.

    it seems to be something to do with removing a (free) copy of office 2016. My Excel & Word 2007 were working OK until I removed Office 2016 (and used MS's cleanup tool for Office 2016.. which is a lie as it doesn't, left 40+ keys in registry pointing to office 2016)

    HAve removed those, no change. 

    HAve also tried copying the STDOLE32.TLB from a working machine with Off2007 as the date stamps were different. VERY fiddly as you need to play with file ownerships to do this, but this doesn't solve the issue either. Chasing the GUIDs through the registry, is it possible that QUERY.DLL has been changed by off2016?

    Although I can live with the error message, like many others, it would be nice to get rid of it,  there has to be some reason why it's flagged as wrong or whatever the reason is. 

    I don't want to upgrade to Off2010 or later as 2007 does more than I need,to upgrade would be like changing car to a sports car or similar, something with features I won't use so why have to apy for it.

    The other answer of course is LibreOffice, but I can't manage the macro language

    Why does 2007 Excel want to config every time I open it in Windows 10, . Office 2007 when I want to open it? Most annoying because it takes time to config.

    excel 2007 stdole32.tlb error windows 10 only shows solution editing registry for Windows 8 and I cannot find 

    Navigate to the HKEY_CLASSES_ROOT > Excel.Chart.8.  There is no such high level
