Office 2013; office account signin feature 'disabled' after upgrade

I have just upgraded from Office 2010 Pro Plus to Office 2013 Pro Plus and none of the Office 2013 apps (including OneNote 2013) will connect to my skydrive account so I cannot access my OneNote notebooks and so on. I just see a window with the message 'This feature has been disabled by your administrator', however no group policy for Office or indeed anything else has been applied. What could be causing this failure?

Ok I resovled this issue but its a weird one and could be an issue with the upgrade from 2010.

I used procmon.exe to find out which reg keys outlook.exe was htting when I clicked the Sign In button (which triggered my issue) and found this was the key in question:

HKEY_CURRENT_USER\Software\Microsoft\Office\15.0\Common\Internet:UseOnlineContent

UseOnlineContent was set to 0 (zero) and so I changed it to 1 (one) and after restarting my Office 2013 products I was able to sign in to Skydrive using them.

I hope this will be of help to anyone experiencing a similar problem.

    I used Run - Regedit and took my time searching through the various subdirectories shown in the timfly note.

    (HKEY_CURRENT_USER\Software\Microsoft\Office\15.0\Common\Internet:UseOnlineContent)

    First couple of tries missed seeing the Internet:UseOnlineContent line but finally did.  Changed the (0) to a (1).  Closed Regedit and  to be overly cautious I Restarted the computer.

    After the restart I restarted OneNote on my Samsung Galaxy S3, my Win7 Laptop and my Surface Pro and they all sync together. 

    As a bonus, this seems to also be the reason I could not gain access to my Office 365 account from the laptop.  I kept getting a "Feature disabled by Administrator" error which was the question I originally posted.

    I'm a happy camper.

    I've tried every solution in this thread to no avail. 

    Simple scenario, upgraded from 2010 to 2013, and suddenly cannot connect to skydrive notes due to the dreaded blocked by admin error.  yeah right.  try crushed and maimed by MS, as more accurate.

    I have three huge problems with this:

    1. that it happened at all
    2. that the solution is a reg hack
    3. that MS has not provided a real solution

    I'm extremely savvy when it comes to Windows, been a dev for years, and regedit is no big deal to me.  But man oh man, this is NOT a good solution for the average poor sap in his cube just trying to get through his work day, and WHAM, denied.  Given that I still cannot resolve this as an above average tech nerd, I believe MS needs to take a serious look at what they did and offer a real solution.

    With more registry digging (that an end user should never have to do), I too resolved the issue.

    Suggestion:  do a SEARCH in the entire registry for each of these, and set their values to 1.

    UseOnlineContent

    signinoptions

    What I found was that the locations suggested in this forum post are not always matching your machine, but I did find these entries in other locations.  When in doubt, firebomb the dumb thing with a global search and replace.

    On my machine, some of the path differences were:

    HKEY_CURRENT_USER\Software*Policies*\Microsoft\Office\15.0\Common\Internet:UseOnlineContent

    HKEY_USERS.DEFAULT\Software\Policies\Microsoft\Office\15.0\Common\signin:signinoptions

    Quite a bit different than those suggested by others. I even found some keys in HKEY_CLASSES_ROOT.

    I still stand behind my prior post, Microsoft.
