Does an Office 365 Home Premium subscription come with ad-free outlook.com e-mail, or would I still need to pay an additional $20/year?

The only way to address that is to leave Feedback for Microsoft to allow Office 365 Home users to have an ad free Outlook.com. Have you done that yet?
I too subscribe to Office365 Home, but I avoid the ads as I have stated already.
Exactly, and how do many of us avoid the apps? Just as Doug says, use Outlook desktop client. Or Thunderbird. Or Windows 10 Mail app. Or any number of email applications.
If you don't like that option then purchase Outlook Premium.
Otherwise Microsoft is going to display ads for an ad supported free service.

What email application are you using?
If your version of Office 365 is one that includes the Outlook email application, that application does not display ads.
Then can you explain why when you click 'upgrade' for outlook.com one of the options IS in fact office 365? Which has this on it "Remove banner ads from your inbox so you can enjoy distraction-free emailing." So to me your **** remark is no better then the outsource guy.
