All of a sudden, for no apparent reason, every time I want to open a Word or Excel file, the Office Word 2007 Configure Wizard runs. Why? And, more importantly, how can I stop it?
I used the 2007 Diagnostics Tool numerous times but it says there is no problems to correct. I beg to differ.
Can someone tell me how to make it stop configuring?

Running Windows 10 x64
Program Files (x86)\Common Files\microsoft shared\OFFICE12\Office Setup Controller\SETUP and renamed to SETUPold and Word opened fine.

Which windows operating system do you use (Windows XP, Windows Vista, Windows 7)?
You may follow the steps to register DWORD value and check if it helps:

Click on Start, under Search Program and Files (Windows 7)
Following are the DWORD values for Word and Excel applications:
a. Word 2007 “reg add HKCU\Software\Microsoft\Office\12.0\Word\Options /v NoReReg /t REG_DWORD /d 1”
b. Excel 2007 “reg add HKCU\Software\Microsoft\Office\12.0\excel\Options /v NoReReg /t REG_DWORD /d 1”
Restart the computer and check if you are able to open Office applications without the configuration window.

I was experiencing the same problem and made the change to the Excel 2007 Registry entry as shown but still it has to configure each time I start Excel. None of my other Microsoft Office 2007 applications do this.
After performing the change suggested I exported the HKCU\Software\Microsoft\Office\12.0\Excel\Options registry entries which are listed below. Any other ideas to solve the problem would be appreciated.

Sad to read, I have a user with the same issue as you with Excel.
Hoped it could solve the issue because it was the way to solve an old stdole23.tlb error in 2010.
Looks like it is not working.
The user use ctrl+left click to open Excel it bypass the process but it's still a work around.
I hope Ms release a fix in some future update but since 2007 is not supported anymore I would not expect it too much.

You than go repair the Office in Programs and Features.
Click to select Microsoft Office 2007 or Microsoft Office Excel 2007 and click Change
Select "Add or Remove Features" and click Next.
Click to check Excel and update the installation.
RESTART the computer.
Sadly this does not fix the issue. I checked for all these keys and only
HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Microsoft\Office\11.0\Excel
was present.
I deleted this and then attempted to go to repair. System reported that it could not repair because Office had been removed.
I have been able to stop Word and Excel attempts to configure every time they are opened by using the steps in this link

Windows then opens clean every time. However, Excel still returns error stdole32.tlb. If I click OK it will go away and Excel will run correctly (I think). So I am left with this one issue to resolve now. None of the suggestions on the internet seem to work.
