While I trying to install Office 2013, the process of the background installation seem like pausing at 84% and not moving.

Same here.....was really excited about the new Office, but now I'm just frustrated.
Also stuck at 84%, at which the WiFi traffic stops all of a sudden.
Have tried uninstalling, re-installing and repairing with the exact same result.
When repairing though, a info box with "We're sorry, we couldn't install Office" pops up, and the install continues to 84% even though I click "cancel install".
At present situation I give up trying to figure this out until there is a solution available.
Microsoft should definitely look into this! Is there any place we could report this?

Tell you what. I did a remote assistance with a microsoft "tech" last night for 2 hours. He had no clue what was going on. He tried random repairs that I had already looked into and eventually claimed that a very important program that came with my motherboard was a "trojan" and wanted me to do a whole system scan. This is the third time I've been on the phone with a microsoft tech for a microsoft problem that they have failed to address. I don't know who to report this to if the "techs" won't even admit it's a microsoft problem.

Can you try the following steps and see if they help?
Open Services.msc window. (Run Services.msc)
look for the "Print spooler service",
Select it and click Stop the service
try installing Office
Start the service again, after installation.
Around this part of setup, OneNote is trying to install the "Send to OneNote" printer driver.
