In the case of MS Office (and Windows) you do NOT "own" it - you purchase a LICENCE to use it and are bound by the restrictions that are either explicit or implied within that licence..

In the case of Open Office or Ubuntu (for example) because they are free and are released under the GPL licence, you are free to do whatever you like with them, including editing the program and selling it on if you so desire.

The GPL license doesn't give you free reign to do whatever you like. For example, you must pass on the source of any program whose source you obtain under the GPL, even if you've modified it and are selling it for the changes you made. As I interpret it, the GPL license does not transfer copyright or allow you to enforce a more restrictive license on those to whom you convey your derivative work.
