Hello Everyone,
In addition to what Kathy mentioned a few posts ago, we have seen another cause for this type of issue (which I believe someone else mentioned earlier). This problem can also happen if Access 2010 stand-alone version is installed on a machine where a Microsoft Office 2010 Professional suite is installed and during the installation of Microsoft Office 2010 Professional, Access was set to "Not Available." Please see the KB article below for possible resolutions:
