Do you mean within a cell with text wrapping turned on? You can only change the font size, you have no direct control over line spacing within a cell.
If you mean between cells, you can change the row height, of course.

I agree with all of the other Excel and Office users. The Excel default (and only) spacing allowed between lines almost always produces too much space. It makes the result look amateurish and that the user doesn't know better. With all of the similar comments about the obvious need, it is time for Microsoft to make this change / update / enhancement. Of course, it exists within Word 2010 and there are multiple ways to change spacing.
Asolutely correct! If Microsoft's impementation would have been better this may not have been as critical of an issue. However, their default is such that headings that are entered on two lines (or also wrapped) in the same cell, have too much spacing between the text and too little spacing between the text and borders. Increasing the height of the row helps a little bit, but it still does not address too much spacing between the text. For a crude example (a little over-exaggerated as text only) and assuming that each example is one cell, see the following:

We could very easily get the results we needed if there were a very simple line spacing setting that could be applied to cells or ranges.
Another pet peave is that we cannot set cell margins or spacing between text content and borders. All too often we have to waste time changing the row height and text alignment settings just so the text in the bottom row of a table doesn't look like it crowds up against the bottom border of a table, which is often a thicker border!
Excel is an industry standard for making tables for important presentations, but it lacks the most simplest spacing tools for providing a visually pleasing table.
Strange indeed - in my Excel 2010, cell B1 looks the same as cell A1.
Strange. They look different in Office 2003.
