Do you mean within a cell with text wrapping turned on? You can only change the font size, you have no direct control over line spacing within a cell.
If you mean between cells, you can change the row height, of course.
I mean text line-spacing, as in Word. I have done it in Excel, but with difficulty. I had to go into Word and copy text into the Excel cell. I have tried to do it again, but can't remember how I did it. My Excel entries have the same 10-point line spacing as in my Word setting.
There should be a way to control this in Excel (when text-wrapped) as in Word.
I agree that it may be a good feature for those who need Excel to have word processing capabilities.
I just posted to point out I did not agree that it it had been "taken out" as you stated.

No version of Excel has ever had a line spacing function so it was never "taken out" as you state.
Office comes bundles with Word.................use that application for your word processing and leave Excel to the number-crunching.
