Do you mean within a cell with text wrapping turned on? You can only change the font size, you have no direct control over line spacing within a cell.
If you mean between cells, you can change the row height, of course.
Line (before/after) spacing carries over when cutting/pasting from Word for me; it must have the ability to control this parameter at least?

It is really a needed feature for the final touch while designing the price lists and other similar materials where Excel is the best choice due to the large number of calculated data in various tables.
I see no reason to prevent this feature in Excel
