Hi to all, just to tell you, i had the same issue, tried all the solutions provided without finding one that worked out for me, but i did a simple test, i logged on the computer using another windows's account (computer is on our domain), that one was able
to use outlook 2013 without any issues, after checking around a bit, i figured out that the user that was having the issue had a problem with his windows's update, it crashed while installing a windows's update, so i redid his windows's profile and guess what,
Outlook 2013 now works perfectly as it use to do.
So if you have tried all the solutions on this page and come up empty, try logging on to the computer with another user name, if it works, you've got a corrupted windows's profile, if that's the case, backup the user's data and delete the existing profile
and redo it to fix it.
In my case i had a windows 7 64 bit system with office 2013 enterprise version, a Lenovo T450S model. Once you have redone the windows's account profile, in my case we are working on a domain, so we created a brand new window's profile for the user. You
will have to make a new profile for the user or person in the control panel for his outlook access, but it will work better and fast this time.
