I can't log in to my hotmail.com or Outlook email account

Hi,I can't log in to my hotmail.com email account and I am getting this error as depicted in picture below. I also tried from Android and iPhone outlook apps, but it is not opening from there too. Can someone help me?

    "We believe the issue will be resolved by our next update time.".

    It is 1:45 UTC but the problem remains. Any update? We are stuck at the same position
