Sending, receiving, and organizing email in Outlook.com
Just came to add my frustration at this too.
Microsoft really need to do something before outlook becomes entirely useless.

For at least two weeks, I've been inundated with spam from the domain gostarmedia.com. I've created the following "solutions" all without success.
Rules
Sender Address Includes "gostarmedia" (without quotes)
Categorize as Spam
Move to Junk Email
Junk Mail
*@gostarmedia.com
gostarmedia.com
It would be really great if Hotmail could stop letting ****clowns like these from getting through if someone enters a valid domain. That or allow more wildcards (e.g. *@*.gostarmedia.com), instead of only allowing it in place of usernames preceding the @.
Today, I searched and deleted 16 out of 18 Junk Mail emails, that had the gostarmedia.com domain in their addresses.
Thanks!

That probably explains why, whatever I try, I can't block the wretched gostarmedia spam emails.
Blocking only stops mails going to the inbox, they still get delivered to the junk folder.
This is frustrating because we have to check the junk folder to see if there are legitimate messages there and with the amount sent from gostarmedia this is wasting a lot of everyone's time.
Ideally Microsoft would let us block domains completely so that they never even go to junk, we never have to see them.
Until then I'm using the Power Automate flow and it's working 100%. It should work like this because the flow should be along the lines of "if new email in junk folder is from gostarmedia then delete".
I am being inudated by emails from gostarmedia as well, every day I have to delete ten or more spam emails from my junk folder, I've blocked anything from "gostarmedia.com" so why doesn't the block function just stop ALL emails from this domain?
If Microsoft does not fix the block function so that spam from this domain does not end up in ANY folder, I will be forwarding these messages to Microsoft so they can experience what it's like to have to do this chore every day.
I suggest everybody who gets these junk emails should do the same, then maybe Microsoft mught actually fix the block function rather than tell us to set up a complicated junk email rule that pronably won't work anyway.
Like the multitude of people on this blog ... Microsoft should find and communicate a solution. Or explain why they either can't or are not interested, so in return we can make a value judgment of which email provider aligns with our expectations. We have all utilized this service for many years... don't patronize, find a solution. Gostarmedia is more than just annoying!
