I'm having the exact same issue with the "new" Outlook. It worked, then it didn't, now it doesn't.
I'm not helpful. Microsoft will not help unless I pay for Office 365.
It has to be a glitch in Outlook and Microsoft is either not fixing it or just don't care.
Switch outlook (new) email account configuration to use pop tls/995 instead of imap tls/993
OR use outlook (new) > help > go to outlook (classic) button to launch prior email app option that still works for imap tls/993 connections
OR use alternative microsoft store email app options in the interim, e.g. spark

It seems as though everyone that has a Spectrum @cfl.rr.com email account has the same issue. I cannot use Outlook on my new laptop. It worked for a while then stopped. I receive the same error messages as you.
And also, a Spectrum @charter.net email address. Both myself and my friend with a Spectrum @charter.net email address (had) have the same problem. I have since moved to another email client on my desktop which works perfectly with my @charter.net email. My friend has not changed email clients on his laptop, and he still has the same problem.
