Hello,

I also had the problem and digged in a bit deeper using sysinternals Process Monitor to see what exactly fails, when the system tries to download the file in the temporary outlook folder. There I figured out that my problem was a somehow missing Attachments folder!

Please press WIN-R and type %userprofile%\appdata\local\microsoft\olk and press Enter.
Then an explorer windows opens. Check if you can see an Attachments folder. If not create one and problem might be solved for you.

Single handedly solved the problem for so many people, yet it's half a line of code for Microsoft to fix this and it still hasn't happened. On the other hand, Microsoft support keeps letting people reset profiles, clear caches, etc.. without fixing the issue.

Dude had a better resolution than the MS agents on this thread xD Thanks man! Been struggling with this helpdesk ticket for two months. I just can't grasp why a re-install of new Outlook did not resolve or create a new attachment folder in local appdata sigh.

    Hi,

Had a user facing the same issue this morning where atachments would not open in the Outlook (New). Swicthed to outlook classic, noticed pdf handler was set to Word (this was not obvious in Outlook New), so changed back to Adobe. Closed both versions of outlook and rebooted. Seemed to work on the first few tries of opening attachments in Outlook (New).. will be testing further....
