You either use Apple Mail app (built in mail client app)

or other email app like you mentioned, Outlook iOS app

Both apps support the change. You should NOT have any problem accessing your email AFTER September.

That's only half of the puzzle. The other unknown half is your device(s). What are the devices you use and how do you access your mailbox? There are many mail client apps (eg: Outlook, Thunderbird, Apple iOS Mail, Gmail and many more). Or do you access your mailbox using a web browser like Safari, Chrome, Firefox, Edge etc?
