How to login to Outlook when you still got the "Too Many Request" message?

Hello there, I couldn't login to my email on the Outlook website or on my smartphone. I never log out of my email on my smartphone and computer, but it's logged out. When I tried to login, I got the message "Too Many Requests" on my smartphone and computer. May you help me so I can login to my email account? I've changed my password, but still couldn't login.

    Oh my god Microsoft Outlook is so annoying! I DID NOT put my password in incorrectly and I've NOT made too many attempts - I made one attempt in the past week and I used 'show password' to triple check I wasn't incorrect. Why won't you let me in! I really am sick of this!

    UPDATE - I like that it's logged me in enough to add my username to this but not let me into my emails!!
