AGAIN, this issue has returned, and the previous work arounds don't work either.
This site is a message board, you need to contact MS directly to get this resolved.
I contacted Support, and they say they can't fix because the issue is on the server, so MS has to fix it.
Go into your Outlook app and select Help >Feedback > Report a Problem.
The problem is: Image sizing handles do not work, and images can no longer be resized when pasted in a message body.
Hoping they get flooded with these reports and the issue is resolved quickly.
SOLUTION 1 (09 20 2024):
Paste image into a MS Word document, where the resizing handles work, size the image then clip & paste it into the message.
SOLUTION 2 (09 20 2024):
I received another work around from Anthony in a post on this board . . .
Clip image >"Save As" onto hard drive> go to Outlook> select Insert>select picture> browse to location image is stored> select image and insert into message> At this point you have 1 chance to size it with the sizing handles, after that the sizing handles no longer work.

Outlook isn't letting me resize an image. Used to click on the pasted image and drag the corner to size.

SOLUTION:
Now to resize an image
1. Click to the right in a blank area so the image is NOT selected
2. Hold Shift Key down and then hit the Left Arrow Key and the resize handles will appear

This. MS, stop lying about it not being available in the new app yet. I've been on the new app and using OWA and it worked as late as a couple of weeks ago.
You changed something and broke it.
This is insanely frustrating but I guess I am glad that I am not the only one disrupted by this. I thought I had done something to my settings on my end. Microsoft, please revert this!
Yep, so frustrating. BUT there's a workaround for it. Whilst the image is NOT highlighted, click and drag the mouse from outside to inside of the image (a bit fast) and the corner sizing handles will appear. Just like you're selecting a chunk of text.
Update: Just discovered that double-clicking outside the image somewhere in the text body also brings up the corner sizing handles. Easier :)
This doesn't work. My pictures are inline with text. When I drag from outside the picture to the inside, it selects the text outside the picture instead of selecting the picture and showing the resize handles. It's currently impossible to resize my sometimes humongous pictures.
