In the past few days, I've noticed if I tick emails in the Junk folder to "Report Phishing", they no longer go to the deleted folder. They disappear momentarily and I get the "nothing in junk icon, etc. but, if I go to the inbox and back to the Junk folder, those emails are still there in the Junk folder.

At this point, I don’t think they do anything about it anyway. Maybe a ‘placebo’ effect for users to think/hope someone/somebot is addressing the problem and shutting it down, but it is obvious that Microsoft has given up the ghost in trying to protect its clientele from phishing and malicious spam.
I believe you were fed a line of BS. Legitimate emails go to the junk filter sometimes abd have to be flagged as not junk. If what they told you were true, those emails would have been flagged as phishing already. They need to return this feature as it was. If they dont want to do anything with reporting phishing emails, then that is on them but at least let us get them out of our junk folders.
I am having the same problem, also noticed a similar problem when using outlook on my Samsung phone but with slightly different outcome.
If I report an email as a phish on the phone it is moved to deleted (but on my PC it is still in the inbox), if I delete it, it will go to the recovery directory and also get deleted from my PC, however if I do anything else (ie select another folder) it returns to the inbox.
So it must be a Microsoft problem and as someone has also written I don't think it actually gets reported.
Just had my first phishing email in over a week. Same problem occurs when trying to report as phishing but stays in the junk folder.
Have reported direct to Microsoft via Outlook for desktop but no reply yet.
I am having the same issue, and tried to do all the solutions Saurabh suggested. Nothing worked, still having this issue.
