In the past few days, I've noticed if I tick emails in the Junk folder to "Report Phishing", they no longer go to the deleted folder. They disappear momentarily and I get the "nothing in junk icon, etc. but, if I go to the inbox and back to the Junk folder, those emails are still there in the Junk folder.

Sounded like a bill of goods from the MS rep.
Items in "Deleted" folder is automatically deleted in 10 days is the default norm. It's not new. If you delete an email, it goes into the "Deleted" folder.
There is no ways for an automated process (computer program) to know for sure 100% that an email is from a scammer. That's the reason why you see phishing emails coming into your inbox or junk folders then you delete them.
The issue is that after the email is reported as a Phishing email, it is moved to the Junk folder (not the Deleted item folder where the 10 days rule apply). The item should be removed as previous.
I totally agree with this. A lot of what goes into Junk mail is not junk, rather advertising. So for them to say that it will automatically be deleted in 10 days is status quo for all Junk. They are abdicating any involvement with phishing or scam emails it appears. Shame on Microsoft.
What I'm afraid is happening also, is that legitimate mail subscriptions that I signed up for are being marked as Spam/phishing because there are a few companies I signed up for that I no longer get in my emails.

... and you are also incorrect in this case. email's which you have signed up for will typically first get placed in the junk folder unless you mark them as "not junk". This is a mechanism that helps identify mass-market email senders.
