Same here. Seems to be a new thing happening to a lot of users right now. I don't think it's caused from anything we are doing on our end.

In the past few days, I've noticed if I tick emails in the Junk folder to "Report Phishing", they no longer go to the deleted folder. They disappear momentarily and I get the "nothing in junk icon, etc. but, if I go to the inbox and back to the Junk folder, those emails are still there in the Junk folder.

I'm getting the same thing, started about 3 days ago. Nothing has worked, so will be following to see if you get a solution. Right now I'm hoping its just on Microsoft's end and they are working on fixing.
If I trash the phishing emails first and then report them as phishing from the drop down menu, then it usually works, the email is deleted from the trash folder and goes into the "recovered items" where I can delete permanently.
