Try dragging the .ics file from your Downloads folder into the calendar (in Calendar view) until the "Drop .ics files here" icon appears. For me, I have to drop it in the date area, not in the daily schedule area.
The dragging operation of the .ics file to the calendar caused the following dialog to open, but the issue is that there is no population of the "select a calendar" list (e.g. the list is always blank in that there is no calendar to pick). I tried to de-activate my other calendars, and only leave one active, but same result:
So, the population of the "Select a calendar" dropdown is needs to be fixed by Microsoft for this function to be actually work.
To be clear, the bug is that after opening a downloaded single-event ICS file -- either from the browser, or File Explorer, or the "Browse" button below -- we get a non-functional dialog box with an empty "Select a calendar" dropdown and a disabled "Import" button:
These workarounds are silly. Opening a single-event ICS file should add that even to a default or chosen calendar. This is how it's worked since 1998.
That is the bug I am seeing also.
This is the way.
Here it is with screenshots:
2. Open that folder, and right-click on the ICS file.

3. Click on "Open with" and then scroll down to and select (click on): Outlook (new)
4. Select which calendar to add the event to (you might have only one calendar, but you still need to select it). First click on the drop-down arrow, you will then see your account email address with Calendar below that—click on Calendar.
5. After you select your calendar, click Import.
There are other methods to accomplish this task, but this is the simplest (easiest) for me.
